Is Toro and Kuro usable in PC version?

Halo,
I have play through a few times and cannot see Toro and Kuro were being unlocked...
Just want to ask if they are included in the PC version?
Thanks! Because I bought this game just for them....

those characters are only available in the ps3 and vita version as well as megaman, pacman and Cole https://en.wikipedia.org/wiki/Street_Fighter_X_Tekken#Characters, the bright side are the mods http://streetmodders.deviantart.com/gallery/37190730/SF-X-Tekken-mods
