Does anyone know when this game will be back ? I bought all the dlc...

Probably never since in all likelihood Capcom have abandoned this game.

Also, you couldn't have bought the DLC's without buying the main game.

in some regions you can buy the dlcs of this game but not the base game for some reason, also capcom made a notice on the main page stating that sometime it will be back on store after they fix the gfwl issue

Many developers leave a notice like this when abandoning games, just look at the how many games Square have removed saying "We are working to bring it back" but never did and some of them have been several years ago.

I think it's a safe bet that this and RE: Operation Raccoon City are not coming back, if it's been this long it's not worth it to Capcom anymore and if they cared about fixing GFWL they would have kept it for sale as they did with RE:5.

Doubt Capcom are going to go through the effort to re licence the game with Bandi Namco, they just want people to forget about it and play Street Fighter 6 and it's easier to just leave a notice saying 'were working on it' instead of flat out saying it's been removed from sale.

I don't think the game will come back, but you may be able to buy a key off a website that sells them.

Either that or you could refund the DLC.
