Also, you couldn't have bought the DLC's without buying the main game.
Many developers leave a notice like this when abandoning games, just look at the how many games Square have removed saying "We are working to bring it back" but never did and some of them have been several years ago.
I think it's a safe bet that this and RE: Operation Raccoon City are not coming back, if it's been this long it's not worth it to Capcom anymore and if they cared about fixing GFWL they would have kept it for sale as they did with RE:5.
Doubt Capcom are going to go through the effort to re licence the game with Bandi Namco, they just want people to forget about it and play Street Fighter 6 and it's easier to just leave a notice saying 'were working on it' instead of flat out saying it's been removed from sale.
Either that or you could refund the DLC.
