The GTX 760 is just a rebranded GTX 670 but there were some optimizations.
SO yes, the 760 is better to go with.
The 670 in terms of processing power is over all better, the 760 holds more Vram for visually intense gaming (less tearing, artifacts, smoother vsync) whereas the 670 has less ram, but has more features enabled on the die. The only reason I would suggest the 760 is because it will be in the game longer - it runs cooler, games will inevitably become more visually intense (thus the ram).

Second to my previous statement consider the manufacturer supplying the card and their warranty. If you want the best in the industry standard nothing will top EVGA and their legendary limited life time warranties.

Now despite being older the 670 demands a higher price in the market because it is made with superior specs. While the difference in clocks is minimal, the 670 holds roughly 30% more cuda cores for raw processing; each acting as a processor core in its own within a virtual environment. Though, the 670 has the draw backs - they are the first gen keplars and generally produce higher heat - and as was previously mentioned it costs more. These are to consider. For someone who is just getting into modding their pc you might want to stick with the newer, cooler running 760 if you're not willing to build around your system graphics card ( I.E. Case with lots of fans and proper push pull configuration, and or water cooling). If you build a system from the ground up and have sufficient cooling and patience go with the 670.
Final answer: Try the 760, you'll like either, but I believe the lower end card will offer you more stability and an easier first time around the modding scene.

Further considerations:
more Vram is better for larger, open envivronments (GTA). More cuda's and higher clock cycles will generally run games at higher graphical settings (crysis).
