Harleen Quinzel Character trophy still locked.
I finished return to blackgate and the character trophy still did not appear. Is there other ways to unlock this?

Me too, not sure how to fix this, going through new game + right now to see if that will work when i finish it again. Also didn't get robin trophy for playing multiplayer

Same goes for me. I opened a thread on the BAO Community Forum 10 hours age. Please let me know if by playing New Game Plus you received the trophy!
