Can't figure out how to get Glue Grenades.

I'm pretty deep in the game (At the hotel) and I've been wanted to get through these steam pipes but I can't Well, I finally thought I was missing something and now I think my game is bugged.

I realized to get through the steam vents you need the glue grenade. However, supposedly you get the glue grenade after you complete the steel mill. And I remember talking with Alfred on radio and him mentioning that he could work up a compound to make the glue grenade. That it should be on my workbench back at the cave. But I've gone back to the bat cave multiple times and there is no glue grenade. I expect it to be at the same place as where I got the concusssion grenade.

Am I missing something? Was there soemthign I needed to scan or pick up at the steel mill? Somethign I need to do at the cave? I'll be most annoyed if because of some bug I have no glue grenades and can't get a bunch of Riddler stuff.

but then how to acquire enigma datapacks in royal hotel after getting the glue granades?? there seem to be no way up again in hotel after getting out of it???

Yes, there is a way back in, the same way you get into it for the main story.

you can enter royal hotel just that you can go up until the sky bar area.... not the penthouse as it already blown up by bane...

Yep, even after the main storyline is over you can still collect all the little extra goodies all over the place, and all the buildings can be entered and exited out of that need getting into to get some of them.

i am not sure how true this is. In the hotel at the part where you set the remote claw over the electrified water to glide and break through the ply wall, I went back there to get some data packs but the remote claw is unable to attack to the two hinges that i used earlier. I can see the plywood in the wall up top broken, but cant get to it with anything :S
