I still have one criminal file locked. Anyone know how to unlock it?

After you finish the crime investigations Gordon calls you asking you to track down 20 escaped Blackgate prisoners.

The 20 escapees unlocks after you do the casefiles which means you're missing someone else. Hit up google and see which of them you're missing since you already know which ones you have.

I did capture all of them. I also found out that the last missing character is Cyrus Pinkney whos unlocking is completely irrelevant to the escapees

So it wont unlock after the 20 prisoners? I'm missing Cyrus Pinkney also.
