Missing Character Profile

I've finished nearly everything on my first save, apart from the Anarky tags, and yet I still have not found the character profile that sits in the top right hand corner (next to Falcone) Any ideas who it is?

Thanks! You wouldn't believe how long I was searching every street and building for Scarecrow, hoping he might be it.

I was hoping Crane would make an appearance akin to Harley. Maybe they'll touch on him in a DLC.

Where is one of the plaques? I saw one ages ago, but have no idea where it was

There's one in the little courtyard (ha!) West of the courthouse you find Anarky in, on the North side of the base of the statue

Or, the easiest one I found, was on the centre pillar of the bridge, on the east side
