Help getting into Radio Tower in Amusement Mile NE

ASKING FOR A SPOILER HERE, DO NOT READ FURTHER IF YOU DO NOT WANT TO BE SPOILED! =P

There are 3 row-boats grounded on the side and a grappling hook to attatch batclaw to nearby in the canal but I cannot figure out how to get a boat into the water(derp cannot push one in because that would be smart) nor find any way to dislodge an ice chunk to float into the canal either.

Any help appreciated!

You get an item later that lets you go in the water.

You can dive bomb and glide through the tunnel but the door is locked if you do this too early in the story from what i've found. You will probably have to wait until you unlock the freeze grenade.
