Common bug - penguin has just told you about a murder at Lacy Towers (Which he knows is Black Masks' Safehouse) and upon asking Alfred to investigate they discover it sounds like Black Mask himself is the victim.

You've got to go to Lacy Towers to investigate further; it's located in Coventry so if you fly around it a little bit Batman should have a line of dialogue about intercepting some GCPD communications and then you take out 3 guys standing on a roof near the building. Then you can proceed inside.
