If I want to do a Ground Pound AND use the Shock Gloves in the same match, I try and pick one enemy to leave alone until the final moment. That may work for you.
This game is 7 years old, it's not going to be "fixed." It's not a bug per se; just a scripted action, a side effect of an overpowered and somewhat noobish upgrade. I rarely even use the Gloves in combat any more. After completing all Shadow Vigilante and Gotham Protector tasks and before entering the Steel Mill, as players we've pretty much learned what we need to defend ourselves in combat, even against armored thugs, ninjas, oversized Brute Enforcers, and Venom Users.
If you don't like the resultant actions then either don't use the Shock Gloves or plan ahead. If you use the Shock Gloves in combat scenarios and Crimes in Progress where armored thugs or other special enemies are present, save them for last and exhaust all other combat moves first. You can stun armored enemies with the BatSwarm, Concussion Detonator, Explosive Gel or Glue Grenade to buy time for Ground Pounds, then enable the Shock Gloves on the remaining armored or Brute thugs. Otherwise you don't need them.
