How to get blackgate Prisoners on most wanted List?

I have no idea how to start this side quest

You need to do Penguin's most wanted thing first. You're talking to Barbara when you're doing that one. When you finish, Gordy will call you up and ask you to do a favor for him.

I can't remember for sure, but I was finished the main quest and all sidequests/casefiles except Riddler which was only 75% done, when it popped up for me.

I just unlocked it. I think it was because I got all the other villains. As soon as I finished bird (my last one), I walked outside and it unlocked.
It's boring though. Just 20 thugs you have to interrogate, like the riddler ones, only this time you tell them you are sending them back to prison.
Dull as dishwater really. And it is slightly glitched, in that bats is supposed to radio back after each one, but it glitches out at the start of his dialogue so you don't hear it all, just the first half of the first word

Oh yeah, sorry. Not ALL other villains. You don't need riddler.
I am not doing riddler, it's just too boring, and the guys I need to interrogate for the locations don't appear or then can't be interrogated

well i have the console one but i finished the story mode and did all other most wanted but it still didn't unlock for me
