That being said... while effective... it's extremely lame & boring, though you asked for the easiest way to do it.
As for location, you can do this probably in front of the Hotel in the Diamond District, only 2 guns iirc. If you take them out with Disarm & Destroy you won't really have to worry about anything else anymore. Then there's the Bird Club in Coventry with plenty of thugs outside.
If those places still didn't cut it for you, then there's the warehouse just on the other side of "Final Offer" the same area where you find the anarchy sign, plenty of simple goons, no shields, 1 knife and perhaps 1 gun.
I had been using an XBOX360 controller and couldn't confirm what you're saying. I suppose the stars didn't align for me.

I wouldn't count on it. Critical Hits are a special ability unlocked after you finish Shiva's sidequest. That's why I specifically mentioned that you need to have done this. Unless you have, in which case I misread your comment.
You can still get criticals from countering, if you picked that ability when you leveled up, but I wouldn't rely on it.
Yes finished Shiva's side quest and also have the achievement for defeating her without taking a single hit
i can easily make critical strikes...as i mentioned i can get up to about 15 or so before some thug breaks my freeflow by wacking me with a bat
It has a bunch of dudes with only one armored guy and no rifles. Try it there. (And you can always come back and get Rank 15 too when you get to it.) And countering is almost required.

CrItical Strike..Jump away..Critical Stike..Jump Away...etc..etc
even here it took me about a dozen attempts but finally nailed it
now..on to R13
yeah..i was blocking it out of my mind until i actually have to do it
i read somewhere on the net that you dont actually have to do all 15 variations in one fight
as long as you hit 50X combo and dont die you can go from one fight to another and pile up the variations that way

not the same combo but do they need to be done in the same fight?
can i do 5 variations in one fight...
move to a new location...
do another 5...move to a third location and the last 5?
Both times I've gotten it, I haven't actually fulfilled the requirements. I almost fulfilled the requirements in one fight, but didn't quite get there. During my next fight I was nowhere near meeting the requirements, but I earned the rank. It was almost as though the game accidentally merged the results of the two fights. Same thing happened on my next save file.
Also, I'll point out that story mode variation is a lot different from challenge mode variation. In story mode, individual gadgets count toward total variation instead of a separate gadget variation score. In story mode, cape stun counts as a point of variation (doesn't in challenge mode), and jumping over a thug is considered a different move from regular evading and not jumping over a thug (they're the same thing in challenge mode). Plus, as pointed out above, variation is tallied over the course of an entire combat encounter, not just during a single combo.
So a 15 variation fight is a lot easier to get than it sounds.
