Coventry buidling data packs?

So I'm going back post-story to collect all the Enigma Data Packs, and I'm trying to get the ones in the Coventry district. According to Enigma's Most Wanted page there are two left and they are in a building in the northern part of the district. My map says I have not been inside that building yet, as it doesn't even show up on there.

I explored around the building multiple times, but I can't seem to find a way in. The only openable door I could find was a tall blue on inside a small hallway, but it says it's locked. I assume that door has something to do with the Cold Cold Heart DLC? But I'm not sure.

So do I need to buy the DLC to get all the datapacks or how else do I get inside the buidling?

Complete the "Bird" Most Wanted mission. You enter that building (My Alibi) as part of that.

Oh okay thanks. That was the one Most Wanted I haven't finished (I was doing the Data Packs first).
