Tutorial for City Intel.

I can't believe they didn't include some sort of tutorial for the city intel.
Example, At first Plaque or Anarky symbol it could have told you to scan it for city info.
I went through the whole game, Then found I had no city Intel. Had to look up the forums how to get this.

:-( All those missed plaques and Symbols. Might not bother until I start the game again in plus mode.
