Batman's voiceover prompt tells you what to do when you exit Sionis Steel Mill. Get to the upper center of the Pioneer Bridge to scan for the electromagnetic signature.

Are you on the upper center pillar, where you found the Pinkney monument and 1st AR Training?

The 1st AR flight trainig is marked by a red Bat-Icon on the upper center pillar on the Pioneer Bridge. When you grapple or glide up to the top center pillar -- or overlook -- you will automatically acquire the electromagnetic signature.

If you haven't done the AR Training yet, you might want to catch up on the Gotham Protector path in the Dark Knight Challenges.

If you're chasing Penguin after the arms deal in Jezebel Plaza, glide to the Gotham Casino on the border of Park Row and Amusement Mile. Your first objective will be there. the second will be in Industrial District.

What was your last completed action or mission?

this is weird---- i reEnter the Steel mile and got into a fight with a woman and now i got electromagnetic signature Quest..... Big thx for your help ,,,, if you wont to pls add me as Steam friend

If you're working on the Penguin's Arms Cache side mission, click on his Most Wanted profile for 6 locations. If they are not showing on your map, the District locations are as follows:

Burnley near GCR Tower
Coventry north near Pioneer Bridge
Diamond north
Sheldon Park north
Bowery sublevel west
Amusement Mile on Final Offer foredeck
