Worst Nightmare Rank 7—Head-On

I need help in completing worst nightmare rank 7—head-on. I tried on when police and criminals got guns; I did defeat them, but I still did not receive it. its bugs or something I missed. I completed New Game Plus. Is there any place where I can guarantee completing this rank 7?

IIRC this is bugged in a way that it does not even check whether you're actually in a predator encounter. I think all you have to do is beat down some random thugs on a random rooftop - preferable without guns, of course. ;)
