Diamond district Enigma data handler never spawns in
I know i know this game is like 7 years old at this point but i decided i wanted to do a 100% run through but unfortunately the enigma data handler in the diamond district never spawns in, ive tried looking online but no one seems to have an answer, i have fully completed the main campaign and the majority of the other side quests, any help on this would be greatly appreciated, thank you in advance
Side note: I have collected all the data packs for the area that the handler is for but it doesn't complete unless you interrogate the data handler :/

Thanks for the reply Jono, tried defeating every enemy in the district and fast traveling to and from the bat cave but he still doesn't spawn in, also would like to add i have another save with much much less completion i.e. just the main campaign and one or two of the side quests and i tried going back to the location of that data hander and he spawns in just fine on that save file; so im not sure if my current save has corrupted in some way because my current save is legit like 99% complete

You don't have to defeat every single thug in an entire district, just the thugs in those long isolated informant-designated zones separated by barriers, then jet to the Cave and then return the district to initiate the NPC respawn. You could have a corrupted save, or a temporary playthrough lockout such as the Royal Hotel siege that ceases spawn impediment after completion of that mission. Unfinished side missions might also interfere.

If your in-game screen resolution is maxed out, try reducing it from inside the Options > Graphic Options menu for better object and proximity registration. Overly high screen res has been attributed to multiple interaction and acquisition errors across all 4 Arkham games, including NPC spawns. This might not help because of how late in the game this occurs, but it's worth a try. You might try quitting and saving from inside the BatCave, not in freeroam.
