Silent takedown-proof sniper in Cold, Cold Heart?

Just started playing it. Got to the first room in the DLC where there are two snipers, more regular bad guys walking around. One sniper is normal and the other seems to be a heavy as well as a sniper. Everytime I try to do a silent takedown on him he throws me off and I am caught.

Anyone experiencing this? I thought everyone except bosses could all be taken down with a silent takedown?

You can't do normal takedowns on armored thugs. You have to use vent, ledge, explosive etc.

or launch a batarang at the exploding canister next to him and get the ice smash takedown. That's how I took him out.

Yeah, that's not a glitch or a bug, but it is a questionable design decision. Why on Earth is the sniper of all people, the one in body armor? If he's doing his job, Bats won't get close enough, and if he isn't, Bats will be too close for a sniper rifle to be useful, and the body armor will only delay the inevitable.

I used a similar method i took out all the ones i could stealthy and then used the remote grapple to pull the freeze cansiter onto him then ice smashed.
