I don't think it's ok, and it wasn't game stopping. It's rather easily worked around. You're just a whining hater.
That's not even remotely halfway though. maybe more like slightly more than 1/4. And if you can't manage a simple short glide, well, then you stink.

Something I've discovered from replaying this DLC is not to quit or take a break during this GothCorp sequence, nor restart from checkpoint after a disappointing combat scenario. If you play through it continuously then this bug should not occur; you should be able to grapple up with no impediment. I covered this very thing way back in my 2014 observations:

If you suspect the grapple bug is a function of object and proximity registration, reduce your screen resolution from inside the game's Graphic Options menu. To avoid any upcoming freefall glitches in the DLC My Alibi section, keep DX11 disabled just as you would in the main game:
1. Locate BmEngine.ini: Steam \ steamapps \ common \ Batman Arkham Origins \ SinglePlayer \ BMGame \ Config \ BmEngine.ini
2. Open BmEngine.ini with NotePad
3. Locate "AllowD3D10=False" and change False to True
4. Locate "AllowD3D11=True" and change True to False
5. Save file and restart computer
