Actually, my two cents worth - Buck actually answered you question. Here's an expanded version of what buck told you. V-sync (or vertical sync) will syncronise your frame rate produced by the GPU to the vertical refresh rate of your screen. Typically, the average vertical refresh rate of a monitor is 60hz (similar to 60 frames per second but not quite the same) and this could reduce the load on your GPU. There are other monitors which have a vertical refresh rate of 100Hz, 120Hz, 144 Hz but those are expensive performance monitors which use a technology called "flicker free" and are particularly useful for an active 3d set-up.
Now, there are various methods for enabling V-sync (There is an option in the game options under the heading "video options" which is one way to attempt it) or you can use the control panel for your GPU to have a driver or "hardware" activated v-sync. In the Nvidia control panel there is an option to set up a v-sync rate at full monitor refresh (typically 60Hz) or "half-refresh" rate (approx 30 fps). Now there are advantages to both methods but I suggest you excercise one of the beautifully optimised sites like "google" or "bing" to get a full technical specification on how v-sync works and the advantages to each method.
Also, if you're looking for a quick solution to your game setting needs then might I suggest you take a look at the Geforce Experience if you are running an Nvidia GPU? If you're running an AMD Radeon GPU or Intel iGPU (integrated Graphics processing unit) you will have to see their related website for a similar service.
Might I suggest that you "don't bite the hand that feeds you". Rash generalisations like the one you stated (and I believe you should be including yourself in that 70% if your google-fu skill are as lacking as they appear to be), while cathartic in nature are actually quite insulting to the very base of knowledge that you are asking. Just saying.
Oh, and by the by, it's probably an erroneous physx setting or AA setting that is making your computer noisy. Running too hot at the settings you're using? Perhaps a reduction in the settings to those more suited to your system would be advisable? Also, just as a piece of advice, a list of specifications of your computer when listing your issues may result in a faster solution for yourself. Finally, if you now google your issue as you listed it, your first returned search result will probably be this thread that you have started - that's what we call irony.

I will back this bloke up, I had a problem in Dota where by setting vsync ON the graphics would jitter all the time. So I switched VSync OFF then put fps_max 60 in the launch options and voila the games runs smoothly all the time and I have no tearing issues. Just my two cents.
If someone asks you a question answer it THEN give your two cents, don't just assume something better.

I am aware of so much command switch/launch option supported by this game engine, but if that works, that's lovely. Still doesn't change the fact that we both gave answers.
What DOTA or any other game does has no bearing on anything else.
Ok you do know that DOTA (source) and AO (Unreal) use totally different engines right. Launch options for one won't necessarily apply to another.
You mean like the way YOU are assuming that a launch option for a completely different game/game engine will apply universally?
