Easiest Engima Extortion File/Datapacks to Collect
Does anyone know what the easiest Engima Extortion File to complete is? Which has the easiest datapacks to find and access?

Sven, a buddy of mine saw your question and asked me to post on his behalf (he's on PSN) -
Extortion File 18 - Burnley. All ten pieces can be collected with no upgrades, before even heading to Jezebel Plaza at the very beginning of the game.

I can corroborate: Extortion File 18 in Burnley is the easiest Extortion File you can obtain. I got this right off the bat(cave)
