I play a little of batman arkham city and i get random fatal error crashes. I guess the game can't be played in DX 11.
That makes no F'ING sense at all. First of all, its $60 max. I cant think of a single SERIOUS life or death situation that I, an upper middle, or hell even a middle class adult would need $60 or less for where I would be drained of funds and couldnt afford it.
Second, if such a situation existed how does it make sense to give my money to a game dev or retailer if I really need that money? They arent paying me interest. If you are in a situation where you would NEED this money, you wouldnt have it.
Finally, If you are in a situation where $60 is considrered "a lot of money" to you....then you dont need to be playing videogames. If $60 means something to your LIFE then your ass needs a second job because if you get hurt, or your car breaks down, or your AC dies....its going to cost a HELL of a lot more money to fix those things than $60.
To answer the op's question, the stuttering fmvs is due to dx11. Add the -d3d9 parameter to the game's launch properties in your steam library (right click on the game and choose properties, then the launch options). This will force dx9 and allow for more fluid cutscenes. You will lose the dx11 enhancements though.
By pre ordering games you are contributing to the problem. If they have your money upfront then they have no motivation to make a well reviewed product. If they have to EARN your money, they have to provide a quality product.
Its not during cutscenes IN game. Its only happening for the intro videos. The ones where it shows the studio/publisher/batman logos in the beginning and the Nvidia little plug they put in there. Not the actual story based cutscenes.

OP - the issue is probably due to a conflict with video codecs installed on your system. Have you made any changes recently since the problem began?
You can easily skip the intro movies by adding -nostartupmovies to the launch options.
