Fullscreen aspect ratio stuck at 4:3

I have a widescreen monitor with a 4:3 aspect ratio and I'm trying to play the game with a 16:9 aspect ratio but the resolution settings don't change the aspect ratio, just the resolution. I have my monitor resolution set to 16:9 aspect ratio with NVIDIA control panel and the game will run with the 16:9 aspect ratio in windowed mode but there's no way to get rid of the borders at the top, if I go into fullscreen mode the game will stretch to fit my entire screen going to a 4:3 aspect ratio, instead of 16:9. I used to be able to play in fullscreen with 16:9 aspect ratio I set for my monitor, but I had to reinstall my graphics drivers which I guess reset everything and now I don't remember what I even did to play fullscreen with 16:9 aspect ratio. If anyone knows how to help me with this or fix this issue please let me know.
