Missing data handler in the diamond district?

Hey, so I'm just curious, I've gone and interrogated every data handler that appeared on my map except for one which is right outside the Soder Cola building in the diamond district. What exactly am I supposed to do? I've fast traveled a dozen times, exited the story, exited the entire game at that, and he still doesn't show up.

That one is for Data Pack 12, which can only be gotten in an area that opens up late in the game. The Data Handler only spawns in the epilogue, after the main game has been completed.

Wait are you sure it's for Data Pack 12. On the map screen when I hover over the icon it says it's for Data Pack 16....

Hmm, maybe that data handler spawns later in the story or something. I am positive that #12 only spawns in the epilogue, though.

It happened to me too. DO NOT attack the enemies outside that building BEFORE visiting Enigma and spawning the handlers.

You'll have to wait until Bane's henchman appear on the map before he'll respawn.

The data handler that only appears after the main story is the one that appears on the bridge.

#12 spawns on the bridge after the main story. The one supposed to spawn in front of Soder Cola might be being delayed by a straggler from an earlier group confrontaion nearer to the Royal Hotel in the Soder Cola zone, which will prevent reliable informant spawns.

Check the entire area along Soder Cola from west to east to make certain all are vanquished. If you vanquished any remaining lone stragglers in that zone, visit the BatCave and then return to Diamond District to reset the zone. Your target informant should be respawned.

Its because a handler is supposed to appear amongst them. The one the OP can't find. No enemies standing there=no hander.

Single player and multiplayer are both part of the game, just seperate exes
