Coming from the guy who posts NOTHING but a link about game cache verify this is hilariously hypocritical.
In case you haven't figured it out yet, I post this constantly because THIS IS THE BASICS. it's Troubleshooting 101. Hence why I call it "the usual stuff". Game cache verification is a good step, but if something like the min requirements aren't being met then you can verify till you're blue in the face, it's not going to do you a whip of good.
No idea what are you trying to refer to here, but that said, a clear question/problem statement is the absolute first step in solving any issue. If you don't know that by now then you probably have no business trying to do any sort of troubleshooting in the first place.

Your system does slightly meet the min requirements, so you should expect decent performance at low to medium settings.
Look in the Windows Event log for an application event error. That should tell us more about why the game is faling to launch.

No. This is not entirely uncommon, MP and SP are technically separate games, and many people are able to run one while the other does not. This usually ends up coming down to game configuration differences.

Are you trying to launch te game executable directly or via steam?
either way, Steam isn't liking the compatibility mode change (which really isn't necessary)
Can you show the entire thing? there should be more this sort of think I think. Doesi t perhaps go on to say something about GFSDK_PSM.win32.dll ? (which is a Geforce Experience file, used for auto settings)
This sort of message usually means that a DLL file is damaged or is an out of date version which doesn't support the function being requested.
Try removing/reinstalling the latest graphics drivers that support that card. The latest should be 355.98. If the behaviour still occurs with taht driver, completely remove them and try the next most recent 355.82 instead.
You may also want to delete the bmengine.ini file to set the game back to defaults too.
