Help. I'm stuck

I'm trying to get into blackgate prison from the sewer. I was having trouble getting across to a breakable wall. I had to restore power to a generator to raise the water level and use glue grenade raft to get across. Glue grenade did not form a raft. I closed out the game to look it up and when I get back in the game it starts me in the exact spot this time with the water level down and no way to restore power to raise water level up.

Hmm that part is hard. Here is how I did it.

1) Hit the level(red button)
2)Throw a Baterang into the electric spot and hit the panel.
3) Water should be raised
4) Throw Glue grenade into water
5) Get on the Glue grenade
6) Pull yourself to the wall
7)Plant charges and there


Hope this helps. If it doesn't work then perhaps restart Steam or the Game because it could be a bug. And if all else fails Verify the game cache, it fixs bugs, Crashes etc.

There's a visual glitch there where the water may not appear to rise. If that occurs, just toss the glue in anyway, the water is there, you just can't see it. You may need to vary where you are trying to toss the glue before it works.
