I've just seen some people playing multiplayer on youtube ,so how to make it work ?

Use a program called Arkham Revived Self Hosted[github.com] to play the online multiplayer for this game. You can also unlock all the MP achievements using this program as I did.

Is there was problem with leveling up for fractions for you? We starting in level 25 somehow. Weapons are leveling ok.
