How do you get the remote batarang ?

Am I missing something, or is this a glitch, I just saw a playthrough video to try to get a clue as to what i am doing wrong with this, i can not select the remote batarang and i need it to hit a fuse box at the start of the game to find penguin.In the playthrough i just saw the guy HAS IT ALREADY !, yet it is not selectable to me,its in my inventory but i can not use it , do i need to unlock it like in the other games ? thanks

it should be the = key, if not then i dont know

Ive figured it out , I was treating it as a secondary option , i was going to the batarang and trying to select it from there, instead of pressing diagnal down and right and selecting it directly.
