Stuck in Pioneer Bridge South

After completing the game, I was trying to find one of the last Enigma data packs on the Pioneer Bridge.

After making it through the train station, I can't find the way out of the destroyed part of the bridge's underside.

How do you exit Pioneer Bridge South ?

You have to return down to street level. Exiting via the upper level or the damaged sections won't work, because during the story those parts of the map are its own "room" that don't actually stream to openworld freeroam.

I'm on the top level and there doesn't appear to be a way to the lower levels.

The door back to the 3rd level is blocked by rubble.

How do you get back to the 3rd level.

I just reread, this is after the game. If you're stuck inside the Bridge then you need to backtrack to the elevator shaft and then down to the lower levels. Use Detective Vision to find the big metal doors that you used to enter the Train Station. When in doubt, always use Detective Vision.

If you're outside the Bridge, find stable ground and use Fast Travel. Go to another part of the city, or back to the cave for more continuing Alfred Wisdom if you haven't got the "Thanks, Old Friend" achievement, then to the city. You'll need to return to the cave anyway to reset interrogating the last informant on the Bridge, if you haven't done so already.

I’m having this same problem but I r gone back and forth from the bat cave to the bridge several times and the guy still doesn’t show
