Is the story as good as Arkham City?

Mind that I haven't yet played Harley's revenge dlc. Would I spoil something? What I loved the most about Arkham City was how most missiones and areas were displayed in a cinematic way.
Also, what's that about the online servers going down? Was the multiplayer a thing? Am I missing much by buying it now without the online features?
