Report a translation problem
1. Select game in Library, right-click Properties > Local Files, Verify Integrity of Game Files.
2. Select game in Library, right-click Properties > Updates, Automatic Updating.
If you're running Windows 10, did you install all the redistributables that W10 lacks? You'll find them in the Steamworks Shared \ _CommonRedist folder. Be certain to include the vcredist_x86 installers.
Open the Options > Graphic Options menu and reduce your in-game screen resolution from maximum. Your game res is probably too high for your monitor, resulting in object and proximity interaction errors. It might be far too late in the game at this point, but you might need to checkpoint elsewhere with your settings reduced, then return. You might experiment with disabling both PhysX from Graphic Options and DX11 from here:
1. Locate BmEngine.ini: Steam \ steamapps \ common \ Batman Arkham Origins \ SinglePlayer \ BMGame \ Config \ BmEngine.ini
2. Open BmEngine.ini with NotePad
3. Locate "AllowD3D10=False" and change False to True
4. Locate "AllowD3D11=True" and change True to False
5. Save file and restart computer
Overly high resolution (on some but not all rigs) has been logged as a contributing factor to setting bad checkpoints; if game res is too high, then traversal and interactions might not register properly. You won't know if a bad checkpoint was made until after it happens; then it's too late. You can prevent this by making multiple periodic manual backup saves at different story milestones. Your .sgd save files are located here:

1. I verified Integrity of Game Files. 2 files were not OK, it prompted it will be fixed right away.
2. Auto updates were on already
3. In _CommonRedist folder, I've run both vcredist_x64.exe and vcredist_x86.exe
(Both were last modified 2019.)
4. I did what you said with AllowD3D10 and AllowD3D11 settings, restarted comp
5. I decreased my resolution from 1600 to 1280
Same thing:
In one slot, I have total of one datapack missing in Bane's hideout.
In another slot, I have total of 2 datapacks picked up already in Amusement mile, but are displayed on the map.
So I can't visit Riddler because the scrambler is still on.
Do the cosmetic DetailMode background fix too, if you haven't done so already. Won't pop the Pack, just makes the game look like the others:

At this point you don't want to hear this; with everything else you've tried in the way of solutions, I doubt very seriously this will occur on a brand new play slot. Just keep game screen res reduced from maximum. What is your actual maximum computer resolution, and at what setting were you running maximum game res?
@JonoAAmano - 1600x900 is my max PC res, and my game res is 1280x800
And "Park Row" is marked unsolved, the only one besides "Enigma's HQ"
I just did step by step what you said in 1st paragraph: still no luck
(Saved in My aliby, lowered game res to 800x600, restarted comp...)

What about the 2 DataPacks in Amusement Mile on your other save slot, did you collect those? If you look on the tactical map for your other save slot, those missing might be the 2 inside the Final Offer that both require the Glue Grenade. You can also tell from the Enigma tape inventory if those Packs fall in the last four tape slots whether they're inside the ship.
Incidentally, keep DX11 disabled to prevent the occasional unrecoverable freefall glitch. I do repairs on those for the community, but keeping DX11 will stop it from happening in the future. Keep your game res just as it is, no higher than your max PC res, you should be fine. Barring any other unforeseen bugs, you can probably set PhysX to enabled.
I collected them, (datapack frame is empty), and the map shows as if they are still uncollected. How do I know it's the same as in map? I watched a lot youtube walktroughs.
