Add the following text under the last line in [BmGame.RPlayerController]:
+PlayableCharactersV2=(BaseId=0, Id=11, Name="Batman_OneMillion", bBad=false, Mask=0, LockedSkinID=ESkin_1Million, bIgnoreLock=true)
Start the game, open your challenge map menu and scroll through your BatSuit inventory to make certain the skin is there. You can also inspect your skins inventory from inside the BatCave.

I've added a "+" to the beginning of the line as it seems the other entries have a "+" or "-" at the beginning.
