It isn't Christmas "themed", it simply takes place during Christmas time. That's all.

actually it takes place on Christmas Eve and somewhere into the night when mid-night strikes Alfred lets batman know it's Christmas Day.
The follow up Cold Cold Heart DLC takes place a week later on New Years Eve.

Asylum and Origins both have happy endings (in the "Gotham is safe for now" sense). But Batman isn't really a happy character, so he doesn't need a happy ending.
