go to Batman Arkham Origins\SinglePlayer\DLC\237621\DLC_SkinsOrigins2-BmGame.ini
and add
+PlayableCharactersV2=(BaseId=0, Id=11, Name="Batman_OneMillion", bBad=false, Mask=0, LockedSkinID=ESkin_1Million, bIgnoreLock=true)

The difference between the original code is "bIgnoreLock = true"

Sorry if it's a dumb question, but is it legal to fix it like that?
I know that this modification allows you to unlock a skin you were supposed to get for free, so it doesn't sound like something wrong at all, but, it doesn't hurt to ask, right? ^^
That's a good point. I haven't paid attention to the achievements yet but now that you're saying it I'm affraid I won't get many of them. ^^'
It seems to be possible to unlock all the skins mentioned in the BmGame.ini file by this method. Not sure if all of the skins in BmGame.ini are unlockable by playing the game, or if some of them are exclusively obtained by paying for a DLC, but I don't think that something you can easily edit in an .ini file should be considered illegal.
Can you send me the save file too? I want to get that skin
