Report a translation problem
1. Select game in Steam Library, right-click Properties, then Updates to choose Automatic Updating and to Allow Background Downloads.
2. Select game in Steam Library, right-click Properties, then Local Files and Verify Integrity of Game Cache.
Those with non-AMD computers, did you try disabling DX11?
1. Locate BmEngine.ini: Steam \ steamapps \ common \ Batman Arkham Origins \ SinglePlayer \ BMGame \ Config \ BmEngine.ini
2. Open BmEngine.ini with NotePad
3. Locate "AllowD3D10=False" and change False to True
4. Locate "AllowD3D11=True" and change True to False
5. Save file and restart computer
Try starting in Windowed mode, then if the game opens go immediately into the Graphic Options menu and reduce your screen resolution from maximum. Those with older rigs might test with 1280x720. The following is an old Ozzy crash fix but try it anyway. Open DefaultEngine.ini or BmEngine.ini. Locate BSmoothFrameRate = True and change True to False or 0 (numeric zero)

LivingWeapon IV, the second line of your error lists SYSTEM32\MSVCR1001.dll. Did you try the vcredist installers? Don't skip the 32-bit vcredist_x86 installers on 64-bit Windows 10.
