Revisiting Royal Hotel. Can't get to the end bit.

Finished game. Revisiting all interiors looking for datapacks I missed, and to see them without the pressure of fighting every two minutes.

Got a very long way into the Royal Hotel. All the way up to the presigious bar which joins the two towers. Can get past the door at the other end of that bar. Am I meant to be able to get past that point or does it stop there ?

Just to note that I don't definitely know there are any more datapacks to collect. It may be that there are never any past that point.

No, the upward routes to the bomb room, the Panorama with the Owl statues and the Swimming Pool were accessible only via cutscenes. It's a bummer from a tourist standpoint, but there's no collectibles in those zones. The Overview bar is the last walkable area.
