Stuttering (or lag) after some patches

Haven't played since march, launched today and game seems to micro-stutter (like fps is too low) for some reason. Observed no such issues previously. i5-13400f, 4070, 32gb ram. Tried fiddling with vsync and target fps in settings - no difference. Restarting pc and reinstalling the game also didn't help
