Can't find good shops

I finished the lawful run and got the first key. Then evil and good shop appeared. So I finished the evil run and got the second key. But now when I play, I only get law shops and evil shops but I didn't see any good shop in my last runs. How I can solve that?

You probably haven't unlocked good shops yet, they're not unlocked by finishing a lawful run. They're unlocked by beating floor 11 of heaven, which you can do without needing any good alignment. This is all laid out in the quest menu, it tells you what to do next and what you will unlock for doing it, I'm guessing you still have a quest labelled "defeat the guardian of the high heavens" that isn't checked off.

Gotta beat Hell n Heavens 1st boss. to unlock them respectively.

Beside unlocking it's also pure RNG.
In my run yesterday I even started with +1 good but had only evil shops show up until floor 7.
Also the items scale with the souls you carry, so in my experience you'll never be able to afford all 3 unless your souls somehow manage to out scale 3x legendary item prices...

Usually they appear after you improved the world tier with beating heaven 1 boss. Then just hold onto your souls until you get the good shop and get a golden dice to reroll that way you can get to +4/5 in one shop
