What is a Global tally counter???
So i have found weapons that says Reduces global tally counter threshold requirements by -1 , What is a tally counter ???? cant find that anywhere explained in the game

There are plenty of traits that mention 'Tally' and include a number

A current score or amount, it's like every 5 attacks do X, so reducing them would make it every 4 attacks do X
