what does tipsiness even do?

It's a buff, check your character screen for things like this but it gives you 10% damage per stack, lasts 10 rooms per stack and you are limited by your max red hearts on how many stacks you can have at a time.

believe it's already been explained (funny timing, post above updated). you can spend 5 gold at a bartender to buy a drink. doing so gives you one stack of tipsiness, and you can have as many stacks of tipsiness as your max red health. i.e if you have 3 red hearts, you can have 3 stacks of tipsiness. every 10 rooms, 1 stack of tipsiness will wear off, until you eventually lose all stacks. each stack of tipsiness gives you plus 10% damage.
