You're acting like it's impossible for a game to contain a virus to exist on steam, when games in "beta" are free to update files as much as they want?
From my understanding as a non IT who sometimes reads things, permissions are asked from some games that use online anti cheat systems (I believe it's depending on the options selected by the dev for how they want the anti cheat to work) like this game's Xigncode 3, which is one of several off-the-shelf anti cheat solutions out there for when a dev can't or doesn't want to create their own anti cheat.
Other times, a piece of software throws some files in OS drive folders regardless of where the main installation is sitting (I never install my games on C drive, but still some small files end up there), and need to deal with those files for patching and updates. That setup will also force it to prompt for permissions. So while you get the permission prompt on screen, it doesn't mean that all software that does so is out to infect your computer.
Now, if anyone feels they shouldn't be playing this game because they fear it's malicious, I do recommend going with your intuition and not play it. There are plenty of other games out there that would feel safer to play. I won't even ask anyone to stop telling others that this game is malicious even though I've had it on my PC without any problems. You do you and your listeners will do themselves. It's the game maker's job to quash those rumors in the end.
What I can advice regardless, is to always check for reviews on different websites of any software (not just games) before trying it out, and manually check your downloads (software or not) for malware when downloading it.
It's a mater of trust, 1 is a reputable Dev with a clean track record and the other one is...

running exe files on viruses does absolutely notihng to guarantee whether the game u are running will execute a virus or not, please learn how files are stored and accessed because thats a very ignorant miss conception.
