As i explained in another thread, Some people's internet connection spikes at the same moment you see their ping on the match found thing and the number isn't dynamic, If someone opens a browser page on the same second they find a match their ping will show a crazy number but that doesn't means their connection is always at that number, Same goes for really low pings. Internet spikes can occur during a match too.
Like AkaNez said, I'll play anything <250. I wouldn't be surprised if a match ran smoothly with a 300 ping.
I've even had laggy/chopped frame matches with GREEN pings. So, try EVERY ping out!
I just want to add something, 250 seems to really be the magic number for GGPO, the netcode implementation on skullgirls is superb, it's on par with Street Fighter 2 Turbo/Vampire Saviors/KOF/Garou on the actual GGPO client.
From what i've experienced on both the GGPO PC client and Skullgirls any ping that is 251+ will either introduce a lot of frameskip or it might be smooth but it'll add a lot of rollbacks (Meaning that sometimes your attacks won't register when you do them but your opponent's will and inverse)
If someone isn't browsing websites or anything in the middle of a match but yet has a ping of less than 250 it should be playable enough.
As for the Delay setting, In a nutshell, what it does is reduce the amount of frameskip that GGPO adds in order to make the game fluid but in exchange it adds input lag and rollbacks, Unless you're experiencing quite some frameskip there really isn't a reason to raise the delay setting, 2 should be fine for everything up to 200 ping even though the game says otherwise.
PS: This is just based on my testing, I know a lot of people's experiences might vary but i've played on the GGPO client for more than 4 years and i've experimented a lot with the delay setting there aswell, just saying, more people should give it a try instead of just turning down any yellow/red numbers.
