Maybe they accidentally restricted your region or i don't know. Wait for the release and check if it still tells you that. If it does then contact them.

If you are from Germany it says that, because there is a new rule that all games must have an age rating in order to be offered to German customers on Steam.
So basically the developers of this game need to fill in a survey to get a content review rating from Valve as statet in https://partner.steamgames.com/doc/gettingstarted/contentsurvey/germany
