DRS in Practice and Qualifying is open to anyone at anytime. There are no rules to this other than if the weather changes to rain/wet. If the latter happens then DRS is disabled for the session unless stated.
In the RACE session DRS can ONLY be used by someone who is 1 (ONE) second behind the car in front of him. The computers will detect the GAP between the two cars in question at a set detection point (a certain distance away from the DRS zone). This will give the correct driver a signal that tells them DRS is enabled for him in the DRS zone.
Wet/Rain conditions will disable any use of DRS throughout the session unless Race Control renables it if conditions improve to DRY.
TL:DR - You must be 1 second behind the car in front of you to use the DRS. Other people that are 1 second behind you can also use DRS.
