Can't pan camera with mouse vertically..?

edit: Yep, changing the resolution from 1440 to 1080 solved all of my problems lol. Guess I should have tried that first :)

Just got the game and I can't seem to pan the camera up or down, only to either side. Using the arrow keys moves the camera along with moving the characters but I don't want to do that.

Also setting the screen size to fit the window in game causes some hover-over text to cut off from the button so I have to use the smaller screen :( Im using 1440. should I go down?

Also I'm assuming there is no way to zoom in right, that's just the FOV I'm stuck with?
