Learning of spells is affected by Mage Spells and Cleric Spells skills. A certain minimum of the skill is required to learn a particular spell for each character. The sellers can improve the spells to a maximum of level 2*.
To get the level 3 spells (the maximum) you need to find tomes or magical pedestals in the wilds and also have high enough level of Arcane Lore to learn from them. However, it is sufficient that you have that level of Arcane Lore in your party - not every magic-using character needs to get it, and you may even spread out the skill points to non-magic users. Then using the tome will allow everyone with a suitably high level of Mage Spells or Cleric Spells (whatever the realm of the spell within) to learn the spell.
