Report a translation problem
Doing any one of the first 5 things you asked about will pretty much render you OP, dust especially, being able to insta build all buildings you have available and any number of ships you want = GG, it's also the easiest to do.
1) Dust - First off you will want to search for <Empire Index="0">, this is your empire, everything beneath this line before <Empire Index="1"> is you. Or search for "DepartmentOfTheTreasury", all your areas like research, production, etc are broken down into "departments" a few line after that will be <BankAccount> the number after this is your dust, any number will do, I usually go 5,000,000 but I don't think I ever drop below 4 mil.
2) Hero Stats - This is a bit tricky, the wiki should list the hero's ID numbers, you'll want to search for ID= and then the number, what I usually do is either stick the hero on a planet for a turn and see what his xp is, then search for "CurrentXP">#< the #= their current xp, you could find multiple instances of this though so it's not fool proof. The other thing you can do and is play with the Horatio Affinity to clone heros, buy the hero, clone him, then search for CloneNumber="1". After you locate the hero that you purchased the stats will be listed in the string below, along with CurrentXP=#. Setting this to 1200 will get you to level 20, I belive disharmony raised the hero level cap to 25? If the level progression remains constant from vanilla 1700 would be level 25. When you load the game up your hero will still be the same, next turn it should update, if not stick them on a planet or fleet for a turn.
3) Research points - Very easy, queue up everything you want researched and save, then open the save up and search for <Queue OverProduction="#" under DepartmentOfScience. Setting this number to 1,000,000 should unlock all tech if you queued everything, if not 2,000,000 should more then suffice.
4 & 5) Planet Size/Type - In one of the past updates they actually encoded the system names in the save so search for the system that has the planets you want to edit. And after the system name search for, Simulation Name=" Planet #" planets in system are numbered from left to right starting at 0. So 0 is the first planet in the system. Then look for <Descriptor Name="PlanetTypeArid" /><Descriptor Name="PlanetSizeMedium", and change them to what you want.

6) I do not know the answer to this as they stack Locust Points every turn on their planets, I suppose check a system and planet that has them in the save and see if you can find a string with either Locust Point or LP in the description. However I imagine a hero with edited skills would be able to counter act the effect, below is the % per point taken from the wiki.

So a hero with 12 or 13 labor and wit would give you a break even FIDS production of +/- 1% FIDS after 60 turns, when their affinity trashes the planet. However for the first 40 turns you'd be running at 50% bonus FIDS, 25% from carver affinity and 24%/26% from having 12/13 wit and labor.
Make sure to exit out of 7zip or back out of the save archive in the 7zip file tree or else if you try to save your game under the same name it will not actually save as the file path will be in use, this being if you are playing the game and trying to save. If you are in 7zip and done editing just select save, close, then when it asks if you want to update the archive select yes.
It also makes it very easy to try out many different fleet combos and have huge battles with the computer so theirs that too. A word of warning don't mod the computers bank accounts too much, if you give them say 1 mil dust they'll go ♥♥♥♥♥♥♥♥ crazy with it. I prefer to gift them controlled amounts through diplomacy and then sure enough a few turns later they have several/many new fleets scooting along the star lanes.
But you know the saying: "Learning by failing" ... or was it "Learning by doing?" *shakes head* either way, i stood no chance XD

I keep reporting it on forums and other places, and no one can answer wtf is going on, and those that DO answer are just trolls/smart arsses.
I am sorry you feel like that man... Endless Space 2 have also a lot of bugs but is a stunning game. Just think in the amount of values that are inside a big 4X game like this... Is hard to make it flow. As a programmer i dont se this game that bad but i respect your point of view.
