Pretty sure there's an important "not" or similar word missing from that sentence.
I would recommend doing a quick file verification tho. Often enough a file gets corrupted resulting in all kinds of strange things to happen
Saw a solution that claims to be able to fix the problem, but the advice given doesn't work and the thread is locked so I can't ask questions to clarify.

I don't recall; I haven't played the game in months.
Mojave 10.14.6 (18G103) on a Macbook Pro Retina early 2015
(from the Steam Library window for Endless Space, without the game running):
Manage (star shaped button on the right side) -> Properties -> Local Files -> Verify
I recently switched to a 2013 MBP, and upgraded macos from High Sierra to Mojave.
When I ran the game, got sporadic glitches (next turn stalling, error window when clicking on planet, spinning wheel, etc.).
After trying "verify local files", it reported that 2 files had to be reloaded (5.4 KB total).
That seems to have worked.
So far, no gltiches of any kind when running the game.
EDIT: I take that back.
It runs fine for 5-15 minutes, but then something goes wrong (randomly), and verifying the local game files again shows "2 files could not be verified and will be reacquired". That will fix the game temporarily, but the problem keeps coming back.
