Cannot find 'mss32.dll' . Please, re-install this application

Hello, I played this game for 3 hours, but today when I want to play again, I get this popup error message "Cannot find 'mss32.dll' . Please, re-install this application".
There is no problem with mss32.dll file, I found it on steam folder, maybe you will tell me that the file is corrupted, I will say :
1- other steam games work fine.
2- I deleted mss32.dll, and steam redownload it again (so its not corrupted).
Please help me, if re-install is the only solution, then I will just stop playing ...

Have you tried opening up the properties for Loadout via the Steam library and verifying the files integrity?
