I've heard this helps with some people. A good .ini cleanout never hurts and might be what is needed. Give it a try and let me know if that helps in any way.
For the connection problems, the most common fix is to add an exception for loadout.exe to your software firewall. Sometimes, this is also necessary to do on your anti-virus software, since some AV software does firewall stuff.
Either way, I'm glad you got it working.
I was able to test this and the connection error did recur for me. To reproduce this I moved the windows date to the 1st of Feb, 2014. Upon attempting to start the game I recieved an error message that i was not connected to the internet. I'm currently running on Windows 8.1 64 bit. The game is installed on my C drive in the standard steam folder.
